a) to improve the everyday lives of elderly people living in a nursing home or a protected apartment complex through targeted actions or by financing health-related expenses, particularly to support their ability to stay at home when they do not receive supplementary benefits or have insufficient income; b) to support children or young people in vocational training, or institutions that care for them, by awarding annual scholarships, which may or may not be repayable; c) to assist an artist, musician, writer, craftsman, doctor, etc. residing in La Chaux-de-Fonds or having been a resident of the canton of Neuchâtel for at least five years, in realizing a project related to their art through a payment, called the 'Prix Dr Favre', of an amount to be determined based on the project; d) more generally, to provide direct or indirect assistance to people in need or in a precarious situation.
