to manage or support charitable and social welfare institutions and works, with particular regard to the Canton of Ticino, as well as to promote higher education and apprenticeships for deserving young people from Ticino or resident there, and to support cultural initiatives and works, always in the Canton of Ticino. It does not pursue profit-making purposes. Subordinately, the Foundation may intervene in favor of social welfare institutions that, although not having their seat there, operate in Ticino for the benefit of natural or legal persons in this Canton; such institutions must, however, have their seat in Switzerland.
