The Foundation pursues public utility objectives and operates without profit. The Foundation aims to intervene according to the testamentary wishes of Gagliardi Guerino and Francesco, with assistance/grants in favor of citizens in need and residing in the Monteggio district (formerly part of the Municipality of Monteggio) of the Municipality of Tresa. For the granting of assistance/grants, only the annual net income realized may be used. The granting of assistance/grants is the sole responsibility of the Foundation Council, usually after consultation with the municipal social worker and, if necessary, also with the Municipal Head of Department. The decision of the Foundation Council is final and unappealable. The Foundation Council is not required to justify its decision. If the annual net income is not fully consumed for assistance and/or grants, it must be devolved to the Municipality of Tresa for the benefit of the management of the municipal kindergarten. To better and more specifically regulate its beneficial activity, the Foundation Council must issue a special internal regulation.
