The Foundation's purpose is to provide financial support to institutions or public utility entities that must have a teaching character and purpose, the choice of which is determined by the Foundation Council, taking into account the amount of available funds and the needs of the Ticinese population, with the understanding that those from the Malcantone region must be favored. The Foundation may also award scholarships to Ticinese students, with the understanding that residents and/or those affiliated with municipalities in the Malcantone region must be favored. In the event of direct management of a public utility institution that may be created by a unanimous decision of the Foundation Council, the Foundation's resources must be sufficient to finance the construction and furnishing and to ensure its vital and regular operation. The Foundation Council shall ensure that the Foundation's assets are not consumed for the ordinary management of the institution. The Foundation Council is the sole authority responsible for directing and supervising the management of the institution directly or through trusted individuals, and possibly renting it to entities that ensure the respect of the Foundation's purpose. The Foundation pursues public utility objectives and therefore operates without profit.
