The ZPK aims to facilitate cooperation between the contracting parties of the GAV, the subordinate employers and employees, and the enforcement of the GAV in the construction industry sectors covered by the GAV in the cantons of Basel-Landschaft, Basel-Stadt, and Solothurn (Art. 3.2.2 GAV). The tasks of the ZPK are detailed in Art. 7.5 GAV, and the corresponding competencies are derived directly from the GAV. The ZPK has the explicit right to implement all measures necessary for the consistent implementation and enforcement of the GAV and AVE provisions (AVE = articles of the GAV declared generally binding by the Federal Council in accordance with the Federal Act on the Declaration of General Applicability of Collective Labour Agreements, hereinafter referred to as AVE). The ZPK may, on behalf of parity commissions of collective labour agreements - including those that are not contracting parties to the GAV pursuant to Art. 2.1 of these statutes - as well as on behalf of public authorities, assume additional labour market control and enforcement tasks and conclude cooperation agreements for this purpose. As of 1 February 2017, the ZPK joins the Association for Labour Market Control in the Construction Industry, AMKB (hereinafter referred to as AMKB). The ZPK assumes the function of a specialist commission in accordance with Section 10 of the AMKB statutes. For the transfer of relevant assets and liabilities of the association, Section 6.4 lit. j of these statutes applies. For the annual resolution regarding the transfer of ZPK revenue, Section 5.3 lit. k of these statutes applies.
