on a case-by-case basis in favour of less affluent inhabitants of the village of Auvernier, for the following purposes, and to the extent that these costs cannot be covered by another authority: contribution to bills related to healthcare and health maintenance; contribution to training costs for young people, enabling them to hope for a professional future free from major financial worries; contribution to training costs allowing for the improvement of a professional situation, which should give hope of escaping poverty; support in case of financial distress (for full purpose, see statutes).
