The association aims to: (1) Develop a consensus around the norm of the Responsibility to Protect (R2P) and advance its implementation with the Human Rights Council and the broader United Nations system in Geneva; (2) Promote dialogue within the Human Rights Council and the United Nations system so that R2P is considered a human rights issue and not solely a peace and security issue, and institutionalize the links between human rights protection and the prevention of mass atrocities; (3) Create institutional links between New York and Geneva on the prevention of mass atrocity crimes by improving communication, strengthening cooperation, and facilitating coordination between the United Nations agendas related to peace and security, as well as human rights; (4) Serve as the Secretariat to the Transregional Group of Friends of R2P in Geneva, which reflects the composition of the Group of Friends of R2P in New York.
