The association's purpose is to promote and protect the common interests of its members in the export of cigarettes and other tobacco products (cigarillos, cigars, tobacco and tobacco substitute products, including those without tobacco content) to the Livigno Valley, and to allocate the quota set by the Federal Customs Administration for the export of Swiss cigarettes and Swiss and imported tobacco products to the Livigno Valley with reimbursement of fiscal duties (drawback) according to competition-compliant rules, also taking into account the regional policy aspect of quota allocation in accordance with the criteria set out in this statute, among the members of the association. This allocation must be carried out in a correct and fair manner, taking into account the traditional export flows and the economically weak canton of Grisons, where the members are based and active in the tobacco trade.
