The foundation serves charitable and public purposes in Willisau, specifically for granting scholarships for studies or for learning and training in a profession to those in need from Willisau. These scholarships are granted, wherever possible, in the form of loans with repayment obligations. The foundation may not be claimed for purposes for which the state or the city of Willisau have statutory obligations, in particular not when there is an entitlement to support through economic social assistance in accordance with the Social Assistance Act.
